"Industry Sector Study: Governmental Websites World 2004"
An analysis of websites

Germany, France and Brazil lead in the Internet
A team of researchers lead by the ProfNet Institute for Internet Marketing in Dortmund/Germany has analysed 1.700  governmental websites of 184 countries in the world. The 17 teams included members from the University of Applied Sciences in Dortmund (Germany),  the University of Canberra ( Australia), the National University of Singapore ( Singapore), East China University of Science and Technology (China), Educatis University (Switzerland), University of Pecs (Hungary) and eleven other universities.
In order to benchmark the sites against each other, 146 criteria were used to analyse the 1.700 websites.

After scoring each site, the 146 criteria were weighted and compiled into the four subheadings of layout, handling, content and interactivity. The maximum achievable score was 100 points.

“Globalisation has lead to more competition between countries. This is reflected on the web, where governments do not only provide information for their residents but also utilise their websites to provide information, interaction and transactions to a global audience. The Internet is a truly international medium and governments have reacted to this.“ Prof. Dr. Uwe Kamenz said, who was the leader and co-ordinator for the world-wide study.

He added, that the area of Interactivity was still a shortcoming in many sites.

The winner of the study was the Senate website in France, followed by the site of the senate of Mexico and the site of the German Bundeskanzler.  Professor Kamenz said: “Those sites are customer oriented and cater well for the needs of the various stakeholders.”
